When ask what is my favorite restraurant I say Ms Tootsie. I have also eaten food for the Cafe 3801. There was a slight problem and i waited a long time and they gave me the special tea for free. Great customer service. Kudos to Keven Parker.
Ms. Tootsies Soul Food Cafe is one of the best dining experiences that I have had ever. Its not just great soul food, its just great food. I have dined at several of Keven Parker's restaurants and events. Each time I experience something new. Whether it is the infamous macaroni and cheese or the signature iced tea; each meal leaves a lasting impression in your mouth. Since 1998 when Keven catered my sister's wedding, he has created many great memories for my family and I. I hope to exfperience many more. Great Job Keven Parker ! Ms. Tootsie soul food restaruant wins Best Soul food hands down. So if your looking for great food check them out , the wait is well worth it. And check out Cafe 3801 located in the First District Plaza at 38th and Market Sts. on Sundays for the best All You Can Eat Soul Food Buffet.

The food is the best!! I read in another review that the customer was not happy with the wait and they left. All I can say is you should have waited because the food AND the service is worth it. Unfortunately the Cafe is not large and on my first visit, we waited for an hour, but we were so very happy that we did!!

If you ever want authentic soul food, then this is the place to go. Whenever I'm there, the service is great and the food is even better, especially the fried chicken. Big thanks to Keven Parker and his staff.
The fried chichen tastes just like grandmoms and nobody cooks like grandmom. You definitely want to make Ms. Tootsie's a must try.
Originally from Philly I am currently living in Texas and make it a point to visit Ms. Tootsie's whenever I come home. The excellent food, great atmosphere and warm service always remind me that I am home...just as good soul food should. KeVen Parker is the absolute best!!!
The chicken wings at Ms. Tootsie's can't be beat. The service is awesome and the Lemon Sock It To Me Pound cake is scandalous...it "makes you wanna holla".
You feel special the minute you walk in. The atmosphere, decor and, of course, the food is awesome. I wanted to try everything the first time I went. Will keep going back until I do.
My favorite dish is the Catfish...it's a must if you've never experienced it, along with the chessy cheese macaroni and cheese.
My husband and I are live in NJ we visit Ms.Tooties every week if not twice a week, the service is terrific and the food is very tasteful, i have referred many people whom has given me great reviews, the cook has my vote as well as the staff , pls keep up the good work

I have never been disappointed with the various dishes I ordered, plus I like the atmosphere.

My family and I traveled from the Jersey shore area just to taste a dish and discover what all the craze could be about. I was told to come back in a hour if I desired to make a pick up order. After waiting a hour to return, I was then told, in an unsympathetic or apologetic manner, that there was a miscalculation in the wait time and I would have to wait at least another forty five minutes or I could wait two hours to dine in. That night I witnessed other families and couples walk away because of the horrible wait time.
